no, you need 19 maybe even 20.5 depending on the proportions of upper and lower body

I'm hoping to replace a 2001 RM Element Race. Is this same only better?

Rocky has stuck to their guns - improving the Elements construction and materials since its inception, and have left the proven, and effective geometry alone. They now have sturdier cartridge bearings in the main pivot (instead of bushings) and the aluminum tubing is more manipulated than past generations for a lighter weight and higher performance. You will feel right at home aboard the new Element and will appreciate the advances in materials and technology - in particular the FOX shock and fork. So yes, it's the same - only better.
