What is the purpose of the black horizontal ribbon above the hemostat holder/pocket attached to the jacket's left pocket? Is it to clamp hemostats tip-up instead of stowing them tip-down in the provided holder?

I use mine tip up underneath the holder and fasten it to the ribbon along with other clip on tools. Used in this fashion, it keeps the hemostats from flopping around..
