Patagonia doesn't publish test results for their H2No fabric because they have said there are no good tests. It's pretty much standard though. Probably about 10k/10k.

By 40", I assume you're talking about your normal coat size. That's usually a medium in the type of jackets Backcountry.com sells. There are 79 raincoats available in the raincoat section. Go ahead and take a look at them. You may find one you like.

This particular jacket has a 36" center back length, based off the large size. Like many companies Patagonia increases and decreases the back length by 1" for each size up or down that you go. It also features looser, casual cut, and will fit well over most garments.

This jacket will do you fine as a Wintershell, it has a H2No layer which will fend off snow and rain. But this is just a shell so be sure to layer for warmth.
