Sierra Designs Hurricane Pant - Men's - 2007

The Sierra Designs Men's Hurricane Pant features a lightweight, waterproof and breathable design to keep you dry in the drippiest of conditions. Sierra Design's two-ply Hurricane nylon fabric and fully taped seams keep the rain from getting in, while the vapor-permeable membrane allows sweat to escape so your legs won't smother. The Hurricane packs down and travels well when the skies are clear, but 14-inch ankle zippers make it easy to slip them on over your shoes in a flash.

What does the water rating code mean. I am looking for a rainpant

What does the water rating code mean. I am looking for a rainpant for my son who lives in Japan. He is an avid biker, and I believe they have monsoons. Please advise. I do not want to spend a large amount of money. Thanks

The water proofing rating goes from 0-20,000 (generally). You get what you pay for in waterproofing, but the main difference is breathability.
