Sounds like a job for the NRS Men’s HydroSkin. This shirt uses NRS' ThermalPlush cropped fleece lining that both increases insulation and wicks moisture, a titanium laminate adhesive layer for added warmth, and a four-way stretch PowerSpan outer layer with a DWR coating for flexibility and water-repellency.
