My chest and waist are size S but I am 5'11". If I

My chest and waist are size S but I am 5'11". If I buy a M and plan to put a fleece under it will it be too big? Are the arms long for a jacket?

Refer to the sizing chart above for chest measurements in inches. But it would depend on the weight of the fleece. I'd think anything under a 200 weight fleece would be fine, but something 300 plus could get a little chubby. The arms look long only because this jacket isn't a parka cut. It's more athletic by being hip length and in turn gives you a greater range of motion for active activities.

I'm going to alaska in mid june and would like to know if this jacket would be okay? Also is it windproof and waterproof? I'm also assuming that it can handle a fleece.

this would be fine or you could get the columbia bugaboo parka it might be a bit warm but it has a snap-in fleece liner that can be removed
