what is the difference in this jacket and the Columbia Women's Titanium Powells Packable Rain Jacket? and are these the only colors they make for this jacket?

the Powell's Pick is 28" down the back, whereas this is 24.5"... the Powell's Pick will run a bit longer to cover the rump as much as it can.

They are both waterproof and breathable.
