How low of a temp is this jacket suitable for? Can it stand up to Wisconsin winters?

With the right base layer and midlayer it should beat the WI winter. How it's sized, how it's layered and the choice of fibers in the other apparel will decide to what low temperature it can comfortably go. I will say that the tight weave of the outer material will certainly combat the humid, biting cold of the Midwest quite well.
