This Bag's Dimension is 48 inches, but the carry on restriction

This Bag's Dimension is 48 inches, but the carry on restriction is 45 inches in every airline. So can I use this luggage to carry on in US. ?

Yup, I am sitting in the DIA airport with mine right now. Its the maximum allowable size for a carry on (okay, maybe its a tiny bit larger according to your crosschecking research (KUDOS on doing your homework) but no-one will ever give you grief) I have been using my for years and years now!
