No, no padding or liner. These have a double lay of Nylon/ Spandex material throughout the top.

I love this swimsuit, its the first Oakley swimsuit I've ever had and I'll definitely buy another. Its comfortable and fits nicely. If you plan on being really active in the water, then it might be hard to keep in place though.
