Is this jacket suitable for Wisconsin winters? I need something I can be outside in negative temps and still be comfortable...

I have this jacket and live in the UK. This jacket works best in dry/cold/windy weather when wet it dries quickly but is not waterproof and actls like a type of light ventile material. You can improve the water shedding properties with Nikwax Cotton proof or some such but the coat will never be truly waterproof. If you are going out constantly in very wet weather, look for something else or cover up with a lightweight waterproof outer.

Does anyone know the armpit to armpit measurement for these in medium or large? I know these used to run huge but the shirts i have bought lately were XL (and I normally wear a standard Large)

A Svalbard jacket will be looser fitting than a shirt, within Norrona's line they are different fits. Expect a good piece for layering, the total chest measurement on this is probably closer to 48" for a large.
