Chest:: Measure under your arms, around the fullest part of your chest.
Waist:: Measure around your natural waistline, keeping the tape a bit loose.
Neck:: Measure around the base of the neck.
Hip:: Measure around the fullest part of your body at the top of your legs.
Nape to Waist:: Measure from the nape of the neck to the top of the waist.
Inseam:: Using pants that fit well, measure the crotch seam to the bottom of the leg.
Sleeve:: Measure from the top of the shoulder to your wrist with arms held out.

Does the jacket run small? if i would want baselayers or a fleece underneath would you suggest going up a size?

I have the men's version and I would say it runs large actually. I usually buy Large in size, I also did for this one, though I wonder if I could have sized down to Medium. I haven't used it with anything but a shirt underneath though.

This jacket is not waterproof, this jacket is more meant for super light windproof option. Think of it as something you would put on after you have got to the top of whatever mountain you are hiking where it is super windy. It will repel light rain, but will not protect you in a downpour.
