Does this bag have belt loops or another way that will allow it to be attached to a backpack waistbelt?

It has smaller belt loops that may fit a 1" webbing like a load stablizer. But it won't fit the 2" webbing most waistbelts use.

A nice novice carrying case for your SLR. I would recommend the size large if you want to carry a flash and several other accessories with the camera. The medium is adequate for a Nikon D40 but does not allow room for too many other accessories. The shoulder strap works well and the bag allows for quick and easy access. Warm grey is good color for a less bold look but yet easier to locate then black. The bag does an excellent job protecting your camera from the elements and from bouncing around during activities.

This bag works really well, it's good for backpacking, hiking and there is a rain cover if you need it. Everything works well, straps, zips etc. and the bag is well padded. Fits a Canon Digital Rebel XTi with the standard lens. If you want to take an additional lens or a big zoom lens think about an additional bag.

No chest harness, but check out the Mountainsmith Zoom Med, I just used this on a backcountry ski trip and it worked great! It comes with a waist strap to hold it tight against your body and a should strap to keep it up.

Suitable for backpacking

I got this primarily for backpacking, as it seems to have features that are more suitable for roughing it. Its compact and well padded and has an attached raincover that will extend over the top and front. I got the small size and it will just fit my Nikon SLR and kit lens or a short tele lens. The shoulder straps are comfortable, and it has plastic loops on side for rigging up any additional belts/attachments. There is a front pocket with some compartments, but it doesn't have too much room to expand. Overall, a fairly simple bag with a few thrills. I'm not sure the tapered form is really a great idea because it limits internal space.
