The bag length in the Spec section says 63inches. Is that the total length or it would fit a person up to 5 ft 3 inches tall?

That is the total bag length. For someone 5'3", you'll need a short/ladies' or regular size bag, especially if they're a younster with some growing still to do.
Yes someone that height could cram themselves in, but being pressed against the top and bottom will lose insulation value and not be very comfortable.
