Can I mount these directly onto a concrete wall at a school? Should I get 2 packs to cover a 10 meter length area? Thanks!

You can if you have a way of drilling through the wall, and it isn't very thick.

That said, you would need to glue the nuts on the other side of the holes, as the little barbs on the T-nuts won't dig into concrete as they do into wood.

"10 meter length" is not very clear - how high is the wall? Even so, 35 holds will almost certainly be too little for a 33-foot long wall. You'll probably want closer to 100.

Metolius Mega Pack 35 - Kids'

Could not have hoped for a better product, and my kids absolutely love it! Would reccomend this to any parent who has young ones that try to climb anything in sight as it gives them a real challenge and a place to do all their monkey business while hopefully training them for a sport that they will love for years to come.
my kids are 2 and 4 and had absolutely no problem diving right in, but i have to say that some of their friends who aren't such climbers had major difficulty.

How many 4'x8' panels will I need for this set?

That is pretty much up to you Matt. You can place them as densely as you want. If they are more dense, you can get a lot of variety in a small area, versus spreading them out and getting some more distance with them.

Will this product work for children ages 2 years - 6 years, without shoes (i.e., socks only)?

These holds will work, the are big with lots of gripping space, I can't say they will feel good, but you can definitely use them without shoes.
