Yes it has a draw cord at the hem, no hood, and honestly I can't remember if it has an inside pocket. Shell in water resistant, but not water proof. If you're looking for all of the above, check out Marmot's Mtn Down Jacket.
As a firefighter, this jacket is perfect for me. I use it for chilly mornings and evenings and as a pillow at night. Another guy on my engine had purchased a down "puffy" jacket for nearly $250 and it ripped the first weekend.........NOT MINE. My Best purchase of 2009 so far!

It's warm, it's soft, it looks good and feels even better...BUT it sheds down like crazy. I recently wore this over a woolen sweater for a bit and then when I went indoors I took out the jacket but couldn't wear the the sweater anymore because it looked I was out wrestling chicken...with so many feathers on my sweater. :(
This jacket rocks! I'm 6'0" 170lbs, and the medium fits like it was tailored for me. Very warm, and the soft-fuzzy pockets feel good to frozen hands. It's a discontinued jacket from Marmot, but there's no reason not to grab it off of SAC.
This jacket is great, very plush, lofty, and toasty! The fill is 80% goose down with, I'm guessing by the way the jacket feels, 20% synthetic insulation which overall is as lofty as typical 700fill jacket. The pockets are lined with a nice soft fleece material that's great for keeping the hands warm and comfy. The ends of the waist cord terminate within the pockets, which can be mildly annoying at times, but not enough to knock the rating down a star! Overall, I'm diggin' this jacket for the cold weather!
It's discontinued, Backcountry just happens to have some left. Quite a lot left, actually.It was specially made for a company, then they had a sudden change of heart, now Backcountry has them. It was never in the main product line.
