How will these pants do if wet... I mean submersed while in mid race in sub-freezing temps.

in sub freezing temps they will do fine as long as they stay mostly dry. as this is not a waterproof shell, these will get wet and heavy.

but layered with a waterproof layer over them, they will do well to keep you warm.

They maintain most of there insulation value when wet, but they are not windproof and need a layer to cut the breeze. This is especially true when wet. Overall a super sweet under layer.

What is the difference between this pant and the mountain hardwear power stretch tights?

I have both, plus Arcteryx Rho AR. Grade of Marmot's fabric and workmanship is not even close to other two. There are a couple versions of Power Stretch, and it's not obvious who's using which one. The better version has a higher nylon content which helps it hold up for longer.
