These paddling-specific trousers have watertight neoprene cuffs at the ankles and waist, for a drysuit-like seal when paired with an equivalent drytop. These are in mens sizing. But they are unisex, you could just purchase a smaller size.

This is just a splash pant..its not going to have a gasket like a dry pant will, so they will just tighten over your neoprene boots. This is definitely not going to create a water tight seal, if you are looking for that you'll need a dry pant.
