The Hestra Kid's My First Hestra Mitten will set your kids' standards high from the get go. These mitts have a wind- and waterproof leather shell and Primaloft insulation. Cowhide Aniline offers 5K waterproof protection and lots of breathability. Hestra knows that nothing can make a young skier miserable as quickly as freezing cold hands, so they filled this youth-sized mitten with soft, downy Primaloft. This synthetic insulation is incredibly warm and breathable, and it also repels water. Since your kids are newbies to the Hestra scene, show them how the snow-lock wrists and gauntlets seal out snow.

The sinch device around the wrists is so helpful with keeping these on the little ones. They are very warm.

The sizing chart doesn't have any measurements. What is considered a toddler size 1 and a toddler size 2. My little one is wearing 3T right now.

Hey there, the sizing chart shown here has the correct conversion (toddle size/Hestra Glove sizing):
1T=1
2T=2
3T/Youth XS=3

There is a sizing chart just under the "select options" drop down menu. He probably needs a two or a three.
