will a 3" 3-ring binder fit in this along with the laptop?
will a 3" 3-ring binder fit in this along with the laptop? Does the laptop section have a strap that secures the computer?

Given the dimensions, 19 x 13 x 7, you should be able to fit a binder along with a laptop (recommended size is 15 inch). There is not a strap to secure the laptop but that area is padded.

No, not anymore than any other part of the bag. Its just a separate, zippered compartment. A light drizzle, no problem. Full downpour not gonna cut it.
