I know some of these packs say "designed for riders under 5'-9'", is this pack (16L) the one designed for smaller frames where the larger (20L) is for taller riders?

no. the 16L and the 20L refer to the volume of storage space. i would not use volume as a sizing guide.

For sure...

    5'7"? F-that. I'm 6' and this thing fits perfect. Not bulky and holds all my sh*t. When worn tight, the bottom of the 20L sits at my belt low on my waist. Worn the same, the bottom of the 16 sits at my lower back, where a backpack should. Get the 16L unless your moving like 3 lbs at a time...
