Yes it will for casual use, blocking out moisture and wind will be no problem. Just make sure to layer properly as well. Non-cotton longsleeves are a good start.

this jacket was wonderful- we purchased it for our daughter it is very light to carry and very warm to wear. It is full cut yet fitted at bottom so tush stays protected. A functional hood and fun coat to wear!

While this is a beautiful jacket, I ordered it because I was looking for a nice down jacket for my daughter. The jacket is advertised as being down, even the online contents lists the filling as down/feathers but the filling in actuality is polyester. If you aren't looking for a nice warm down jacket, this is perfect as a mid weight jacket.
