I about 4'11 and 100 lbs, would an xs be way too big?

The Cappel Wasted Shell Pant should be an okay fit for you in XS especially if you are doing some layering underneath but a better way to tell would be a waist and inseam measurement. Compare those measurements to the sizing chart on this product page and you will be in good shape.
