With the coverage this softshell has, and the relatively low breathability rating, it is very windproof. You should have no issues except for driving wind with mist/rain or full-on storm conditions.
Softshells, in general, are neither heavy nor warm. The fleece lining will provide enough insulation during times of high aerobic activity in temps in the upper teens and low 20's F, or the mid 40's F for low activity. Of course, that will also depend on how warm or cold you get normally.
In general, you'd wear this alone when very active , and layer under it when not as active, or if it's well below freeing.
