I bought this jacket a couple months ago, since I live in Northern California and am in the rain a lot. I love to hike, run, and ride my bike. In addition, I am outside doing fieldwork every single day. I definitely needed something to keep me dry.

This jacket has been very disappointing; the past 4-5 time I have worn it, rain has somehow gotten in. All of my zippers were shut, the hood cinched, yet my shirt underneath gets soaking wet. I almost seems as if the fabric itself is not waterproof.

Nearly all WP material (even Gore-Tex) restricts breathe-ability to an extent. Sweat builds up even if you're casually strolling. So as sweat builds, the inside of these WP garments get damp. Some WP material is more effective than others as pushing sweat through the fabric, but they can't sacrifice WP performance for it. Otherwise, you have a WR jacket. And if you are active in your jacket as it seems you are, you will definitely have a damp, sometimes wet feel most of the time. And it's worse if the environment is also humid. Just some thoughts.
