It totally depends on what you define as a harsh winter, what you're doing in it, and your own tolerance to the cold/your metabolism.

All of the above is very true...If you're talking way up North, temps. in the teens and below 0...go with a down insulated jacket/coat...preferably with a water-proof outer shell (like GoreTex), to shield from melting snow; and good wind-protection ability. Patagonia makes a awesome jacket that really fits the bill: the *Primo Down jacket (available for ladies and men). My friend has this and swears by it. He also has a N.F. McMurdo coat, that is extremely warm, but bulky...better for less aerobic activities.
