What is the deal with the sizing on this...

What is the deal with the sizing on this pack, a small is 18.5, but a medium designed for 18? I'm a 17" torso, will any size fit me?

The sizing chart should read LESS THAN 18.5" for the small. There is some slight overlap with the small and the medium at the 18" mark, but 17" falls into the small grouping.
