I just bought a pair of Rossignol X5 NNN boots. Should these fit my Rottefella NNN BC bindings? The tread seems to keep the bar from engaging or I am just thick?

The X5 should fit the NNN-BC binding. Try rocking your foot forward as you push the bar into the slot.
