I am 5'11" and 170 pounds. I normally wear a large in Jackets but i am not sure what size to get here. I would like the option of wearing it with a North Face fleece underneath and not have it feel to snug but also wear it with just a t-shirt or flannel. What size would you rec?

I'd suggest a Medium considering the sizing guide on Patagonia's website and the comments on there about sizing of this jacket. I would suggest a medium. A fleece isn't typically as thick as a down sweater, and I still think you'll be able to layer it. I'm 6'1, 165 lbs and I layer this with the Patagonia Down Sweater or Down Vest.
