How does the Harmony Deluxe Deck Bag attach...

How does the Harmony Deluxe Deck Bag attach to a kayak without any bungee cords? I received an Old Town Vapor 12 and accessories for my birthday (50!) and i see no means of attaching the deck bag. do i need a hardware kit? (joel@alpine-cc.org)
