This is what it says on Norrøna's website about the fabric used for this jacket: flex™3 is a 3-layer stretchy soft shell fabric that provides excellent wind, water and thermal protection. This 3-layer has a woven face, PU membrane and micro fleece backer. This specifically developed fabric provides all the attributes we consider to be a cold weather shoftshell; Stretch, water protection and wind protection.
So yes it is windproof.

I get cold very easily, and this jacket works good as a windstopper. However, I always wear a long-sleeve shirt underneath. Otherwise, I would not feel completely comfortable.
